To implement the State Council to further promote the spirit of service outsourcing business to support the service outsourcing model city of service outsourcing enterprises (hereinafter referred to as service outsourcing enterprises) through overseas acquisitions to enhance their overall strength, is to encourage service outsourcing enterprises overseas mergers and acquisitions make the following observations:
First, strengthen financial support

Third, improve risk protection

Fourth, streamline the approval process

Service outsourcing enterprises to start a business overseas investment approval authority delegated to the provincial commerce department. The competent authorities to effectively improve efficiency.
Fifth, strengthen the guidance services
