Overview of Wuxi
Wuxi, which is honored as the “hometown of fish and rice”, in the southeast of Jiangsu Province, boasting as the origin of Wu Culture. Faced with Taihu Lake, it is also named as the Pearl in Taihu Lake. Wuxi covers an overall area of 4,650 square kilometers with permanent residents reaching 5.9921 million by the end of 2007.
For long, Wuxi boasts developed economic region, making itself as one of the cradles of China’s national industry and commerce. Currently, its industrial scale has ranked among the top 10 within large and medium-sized city of china,[link widoczny dla zalogowanych], and become one of the manufacturing centers in the Yangtze River Delta. It is also a critical city for the service outsourcing industry in the south of Jiangsu Province. In October 2007, the Ministry of Commerce, the Ministry of Industry and Information Industry, the Ministry of Science and Technology and the Ministry of Education approved Taihu Lake Reserve of Wuxi as the Demonstration Zone of Service Outsourcing Industry in China. Based on its strong manufacturing base, Wuxi spares no effort in developing the service outsourcing industry.

Goal of service outsourcing development in Wuxi
According to Service Outsourcing Development Plan in the 11th Five-Year Period in Wuxi, goals of service outsourcing industry development in Wuxi are as follows:
1. Overall volume of service outsourcing industry: by 2010, the overall turnover of outsourcing industry will reach US$ 3 billion with the proportion accounting for more than 30% of the provincial total.
2. Number of service outsourcing demonstration zones: during the 11th Five-Year Period, 4 national-level, 4 provincial-level and 3 municipal-level demonstration zones will be built. New District and Binghu District will build 2 natinoal-level demonstration zones; Jiangyin city, Yixing city, Xishang district and Beitang district will build 1 provincial-level demonstration zones respectively; Huishan district, Chongan District and Nanchang District will build 1 municipal-level demonstration zones respectively.
3. Number of service outsourcing enterprises: by 2010, there will be 3,000 service outsourcing enterprises in Wuxi. Among them, there will be 2,000 software outsourcing enterprises,[link widoczny dla zalogowanych], 500 procedure outsourcing enterprise, 500 animation outsourcing enterprises. There will have been established 100 enterprises with more than 2,000 employees, 5 enterprises with more than 5,000 employees and 1 to 2 enterprises with more than 10,000 employees. 200 famous companies from home and abroad will be attrated to establish service outsourcing enterprises in Wuxi. 100 enterprises will be listed in the top 1,000 service outsourcing enterprises.
4. Number of enterprises with service outsourcing certification: Wuxi will actively encourage service outsourcing enterprises to achieve relevant certifications. It is planned to have 300 enterprises with CMM/CMMI3 and 20 with CMM/CMMI5.
5. Area of carrier for service outsourcing: by 2010, 5 million m2 service outsourcing carrier will be completed.
6. Number of service outsourcing human resources: by 2010, there will be 200,000 people engaged in the service outsourcing industry. 150,000 of them will be practical and medium-end employees and 100,000 ot them university graduates.
Preferential policies of Wuxi Government to encourage service outsourcing
Wuxi has formed and implemented policies and documents like Service Outsourcing Development Plan in the 11th Five-Year Period in Wuxi, Three-Year Action Plan to Promote International Service Outsourcing Industry in Wuxi, Opinions on Speeding Up the Development of Service Outsourcing Industry in Wuxi and Opinions on the Development Goal of Service Outsourcing Industry in 2007. Wuxi government has also arranges increasing guidance fund for the development of service outsourcing industry. It has formulated the “123 Plan”, which is very competitive nationwide, to speed up the development of service outsourcing and software export.
In June 2008, Wuxi has issued Opinions to Give Additional Fund to the National Fund to Support the Development of Service Outsourcing, Measures to Implement Supportive Policies to Enterprises in the 123 Plan and Opinions on Implementing the National Science Quality Actions from 2008 to 2010 in Wuxi.the Opinions and Measures have worked out concrete policies to upgrade the industrial structure and improve people’s quality. Wuxi has signed with four Ministries the agreement to build Wuxi Taihu Lake Reserve—the service outsourcing demonstration zone in China. According to the agreement, Wuxi will give additional fund to enrich the national fund to support the development of service outsourcing. The proportion of local fund and national fund is 1:2. The additional fund is mainly used to support the certification, human resource training, and public platform construction for service outsourcing enterprises. Opinions to Give Additional Fund to the National Fund to Support the Development of Service Outsourcing has clarified the conditions, application and working procedure of applicator enterprises.

Wuxi is the home to 11 higher-learning institutions including Jiangnan University. In 2007, the overall graduates in Wuxi (including Jiangyin and Yixing) reached about 40,000, among which, graduates with degrees above bachelor accounted for 43.6%. Human resource is the foundation for the service outsourcing industry. While developing service outsourcing industry, Wuxi attaches great importance to the training of outsourcing talents. Wuxi has established a diversified and multi-layered outsourcing talents education and training system with key universities, higher-learning institutions and vocational education institutions. China’s Academy of Sciences,[link widoczny dla zalogowanych], Tsinghai University, Peking University and other famous research institutes have established branches or sub-universities in Wuxi. Famous companies like NIIT,[link widoczny dla zalogowanych], Microsoft, and IBM have also established training agencies in Wuxi. In 2007, nearly 10,000 software and service outsourcing talents have been trained in Wuxi.
By taking good advantages of its sound ecological environment, developed economy and abundant opportunities, Wuxi spares no effort to attract talents outside the city. In 2007, Wuxi has introduced 51,640 talents. Among with, there were 1,730 senior managers and senior skilled talents as well as 263 talents learning abroad. Human resources introduction has played an important role in the development of service outsourcing industry in Wuxi.
