Overview of Chengdu
Chengdu is a famous city with 2300 years’ history and abundant culture. It is located in the center of the Chengdu Plain and enjoys beautiful environment and agreeable climate and so Chengdu is named to be “the land of affluence”. Chengdu covers an area of 12390 square kilometers, with population of 11.03 million. Chengdu is the main artery of traffic and the communication center in the southwest of China. From time immemorial Chengdu has been the cultural and economic hub in the southwest region as well as the science & technology, business and financial center. It is a pivotal city in “Chengdu and Chongqing Economic development zone” which is the third largest economic development zone in China.
Chengdu is one of the outsourcing base cities authorized by Ministry of Commerce at the earliest time. As the center of outsourcing service in southwest China, Chengdu boasts not only a modernized infrastructure such as well-developed communication and transportation networks, but also competitive talent reserves.

The development goals of Chengdu’s outsourcing service are as follows:

Chengdu Municipal Government has issued a series of preferential policies for the development outsourcing industry, for example, “Chengdu municipal government opinions on the development of outsourcing service”, “Preferential policies for the development of software industry in the hi-tech industry development zone (trial implementation)”, “Policies and opinions on the development of Chengdu’s software industry”, “Opinions on the acceleration of the development of outsourcing industry” as an attachment to the policies issued by the provincial government. Chengdu municipal government also took other measures to propel the development of outsourcing industry in the aspects of finance, tax, investment and financing, government purchasing, talent nurturing,
